In 1997, the Flagstaff Unified School District implemented a comprehensive plan to ensure that its English Language Learners (ELLs) received the best possible education. This plan included the following commitments:

All students with a home language other than English (OTE) will be identified.

All OTE students will be assessed for English proficiency in listening, speaking, reading, and writing.

All English Language Learners will be taught in one of the district's ELL programs.

Classroom teachers and English as a Second Language (ESL)/bilingual endorsed teachers will collaborate in their efforts to educate English Language Learners. Appropriate instructional materials for ELLs will be purchased.

Instructional staff at all schools will receive training in order to serve English Language Learners. Accommodations for ELLs will be included in the evaluation of instruction staff.

A comprehensive evaluation of the district's ELL programs will be completed every other year.

Gifted and talented programs will not exclude ELLs due to lack of English proficiency.

The district will provide oral and written communications to parents in languages other than English as needed.
