Subject:    Personal Property

Due to recent reductions in excess utilities that will affect the budget, the District is requesting that personal property of staff members be removed immediately.  This includes coffee pots, toasters, microwaves, refrigerators and CD players.  These items should not be returned in the future.  Microwaves, coffee pots, etc., in staff lounges are not affected.

The District budgets $2,800,000 for all utilities including electric, water, gas telephone and postage.  Last year we exceeded the budget by $82,604 that had to be covered by regular M&O dollars.  As the Legislature continues to lower excess utility allocations to schools, it will become more and more critical to conserve energy.  Please assist us by taking home personal property; turn off lights, lower thermostats and report waste of energy to the proper personnel.

It was our intention to implement the removal of personal property this summer because of heavy construction projects, but due to the above reductions, it is necessary to implement this plan immediately.

FEA UPDATE ~ Ray Felder, FEA President

FEA has discussed options relating to requests in the energy savings memo that came out early last week, and as a result the following clarifications are in order.  The Superintendent will send a memo to principals and building supervisors to clarify some issues after Monday, April 7.

Equipment used for instruction and to accommodate students is exempt from the request.  This would include VCRs, CD players, refrigerators for medical supplies and the like.

Some employees have shifted to using battery operated radios or CD players for personal use, and that is permitted.

Staff have volunteered to pay the cost of operating refrigerators and coffeepots, but the details of making collections and the monitoring necessary would have to be worked out at the building level before anything could be implemented.

Microwaves, heating and cooling devices, like ceramic heaters and fans, are being evaluated, and guidelines will be provided.  In addition to electrical costs, the ability of building wiring to handle the loads is a factor that must be assessed.

Employees in the Administrative Center and departments such as Warehouse and Transportation have also been notified of the need for these reductions and requested to remove personal property.

For your information, I am attaching the reference for the legislation that is partly responsible for this request.  Representative Flake sponsored HB2003, in the First Regular Session, and it passed on March 17, 2003.  Go to http://www.azleg.state.az.us/ and type in the bill number to see the text.  Briefly, it reduces the budget capacity for excess utilities to zero over the next six years and sets the baseline to last year's level.  

Currently FUSD spends more than $700,000 in excess utilities.  We also exceed that capacity by another $80,000, which must come from M&O.  Next year, the reduction mandated by this bill will have a large impact on our M&O budget unless we can control costs!

FLAGSTAFF UNIFIED SCHOOL DISTRICT

Provisions of the Asbestos Hazard Emergency Response Act require annual notification of the availability of management plans and operations and maintenance programs for each school facility operated by the Flagstaff Unified School District.  Current management plans are kept in the Administrative Office of each school and facility, and in the office of the Capital Projects Coordinator, 5488 E. Penstock Avenue.

Plans are available, during normal business hours, for inspection by representatives of EPA, the Arizona Department of Environmental Quality, and the public, including teachers, other school personnel, and their representatives, and parents and legal guardians.
