New Public Comment Procedures for FUSD Governing Board Meetings

Dear Families and Community Members,
The Governing Board of the Flagstaff Unified School District (FUSD) values the viewpoints of citizens throughout the District. To make public participation more accessible, beginning January 27, 2026, the Board will invite public comment both in-person and online.
To ensure an orderly meeting, the following procedures have been established for the open "Call to the Public":
1. Public Participation Options & Deadlines
In-Person: If you wish to address the Board in person, you must complete a "Request to Comment" hard-copy form and submit it to the Board Secretary prior to the start of the meeting.

Online: If you wish to address the Board virtually, you must complete the "Request to Comment Online" form by 12:00 p.m. (Noon) on the day of the meeting.
The link to this form will be included with each posted meeting agenda.
The Board Secretary will email a meeting access link to registered speakers prior to the start of the meeting.
2. Speaking Order & Time Limits
Speakers attending in person will be recognized first, followed by online participants. Comments are limited to three (3) minutes per person, with a total time limit of 30 minutes for the agenda item (unless extended by the Board President). All individuals who submit a request form will be listed in the official meeting minutes, even if time constraints prevent them from speaking.
3. Board Response & Decorum
At the conclusion of the open Call to the Public, individual Board members may respond to criticism made by those who addressed the Board, may ask staff to review a matter, or may request that a matter be placed on a future agenda. Board members shall not discuss or take legal action on matters raised during open Call to the Public unless the matters are properly noticed for discussion and legal action.
We ask that speakers maintain a professional demeanor. Personal attacks against Board members, staff personnel, or other persons in attendance or absent by individuals who address the Board are discouraged. Policies 1-201, 1-202, 1-203, and 4-402 are provided by the Board for disposition of legitimate complaints, including those involving individuals. Additionally, commercial solicitation and electioneering (A.R.S. § 15-511) are prohibited.
