I am honored to serve as Superintendent of the Flagstaff Unified School District and look forward to carrying out our district’s mission and vision. We have much to be proud of in FUSD - strong academic and extracurricular programs, committed and caring staff, engaged parents and strong community support.
It is a great privilege to have the opportunity each day as an educator to positively impact students’ lives, and instill the skills and inspiration each student needs to be on a path of success.
Michael A. Penca, Superintendent
District Mission
The Flagstaff Unified School District fosters safe communities where learners of all backgrounds and abilities are supported to gain the confidence and skills needed to pursue their chosen paths.
District Vision
Our learners are empowered with the skills and creativity necessary to contribute in a rapidly changing and complex world.
By April 2026, the Superintendent will lead the development and implementation of a multi-faceted stakeholder engagement strategy to increase the number and deepen the quality of connections between Flagstaff Unified School District (FUSD) and its diverse community partners. The intention is to systematically strengthen existing relationships, forge new strategic partnerships, and establish robust two-way communication channels. These efforts will focus on promoting the FUSD mission, enhancing student learning opportunities, securing resources, and building broader community support for the district.
By June 2026, the Superintendent will facilitate refined budget and resource management strategies to include: a. Robust forecasting models for operational, capital, and programmatic needs enabling proactive planning for future needs. b. Transparent processes for resource allocation explicitly tied to FUSD strategic plan priorities and voter-approved initiatives. c. Contingency planning mechanisms to address unforeseen financial challenges. d. Regular monitoring and reporting protocols to ensure fiscal accountability and progress towards long-term financial stability.
By May 2026, the Superintendent will lead the Flagstaff Unified School District in strengthening its systems, culture, and practices to foster a thriving learning and working environment. These comprehensive efforts will aim to improve student achievement, enhance student attraction, and bolster district-wide staff retention.
