The Governing Board invites the viewpoints of citizens throughout the District and considers the responsible presentation of these viewpoints vital to the efficient operation of the District. The Board also recognizes its responsibility for the proper governance of the schools and therefore the need to conduct its business in an orderly and efficient manner.

The Board invites the viewpoints of citizens throughout the District and considers the responsible presentation of these viewpoints vital to the efficient operation of the District. To facilitate an orderly process for public comment for individuals, both in person and online, the procedures outlined in the Call to the Public section of this Agenda will be implemented.  To request an opportunity to provide an online public comment during a regular meeting of the Governing Board of the Flagstaff Unified School District, complete the Request to Comment Online form at the link below.

 

 Public Comment

 

To be eligible to join the meeting online to address the Governing Board, this form must be submitted by 12:00 p.m. (Noon) on the day of the regular meeting.

Procedure:

To facilitate an orderly process for public comment for individuals, both in person and online, the following procedures have been and will continued to be implemented:

  • Any individual desiring to address the Board, who is attending the meeting in-person, must complete a form (Request to Comment) and give this form to the Board Secretary prior to the start of the Board meeting.
  • Any individual desiring to address the Board online must complete a form (Request to Comment Online) and submit it to the Board Secretary by 12:00 p.m. (Noon) on the date of the Board meeting. To request an opportunity to provide an online public comment during a regular meeting of the Governing Board of the Flagstaff Unified School District, complete the Request to Comment Online form.
  • The Board Secretary will provide individuals who have requested to participate online in Call to the Public with a link to access the meeting online prior to the start of the meeting. When recognized by the Board Secretary, individuals will be admitted into the meeting to address the Governing Board.
  • The Board Secretary will recognize individuals who have completed the Request to Comment form and are attending the meeting in-person first in the order they were submitted, followed by individuals who have completed the Request to Comment Online form and accessed the meeting online in the order they were received.
  • All individuals submitting a Request to Comment form will have their names listed in the public meeting minutes even if time restrictions did not allow for their ability to address the Governing Board.
  • Recognized speakers may speak for up to three (3) minutes and Public Comments will be heard for a total of 30 minutes unless the Board President sets a different time limit.
  • All individuals submitting Request to Comment forms will have their names listed in the public meeting minutes even if time restrictions did not allow for their ability to address the Governing Board.
  • The Board does not permit commercial solicitations during Call to the Public or actions that violate the prohibitions set forth in A.R.S. § 15-511 (use of school resources to influence the outcome of an election).
  • Personal attacks upon Board members, staff personnel, or other persons in attendance or absent by individuals who address the Board are discouraged. Policies 1-201, 1-202, 1-203, and 4-402 are provided by the Board for disposition of legitimate complaints, including those involving individuals.
  • At the conclusion of the open call to the public portion of the meeting, individual Board members may respond to criticism made by those who addressed the Board, may ask staff to review a matter, or may ask that a matter be placed on a future agenda. Board members shall not discuss or take legal action on matters raised during an open call to the public unless the matters are properly noticed for discussion and legal action.
