Northern Arizona Public Employees Benefit Trust
Coconino County is a member of the Northern Arizona Public Employees Benefit Trust (NAPEBT). NAPEBT was formed in 1993 to provide a comprehensive and cost effective benefits package by combining resources and leveraging the buying power of a group of public employers. Purchasing benefits through NAPEBT has increased our ability to sustain a better benefits package long-term than would have been possible individually. The Employee Benefits Center
Flagstaff Unified School District is pleased to announce that we will be partnering with Vantagen to enhance the overall administration of our employee benefits program. Through this partnership, employees will have toll-free access to the Employee Benefits Center - a team of dedicated benefits specialists.

Full-time employees work 30 – 40 hours per week or are a .8 FTE or greater. Our standard benefits for full-time employees are listed below.
Part-time employees work under 30 hours per week or are fewer than a .8 FTE. Part-time employees participate in the Arizona State Retirement Fund and may also participate in Wellness Activities (no logging or accumulation of points or rewards).
Effective Date of Coverage
Insurance coverage is dependent on your date of hire. If your date of hire is the 1st – 16th of the month, your coverage will begin the first of the following month. If your date of hire is the 17th – 31st your coverage will begin the first of the month following 30 days of employment.
- Example: If you are hired January 14th, your coverage will begin February 1st.
- Example: If you are hired January 20th, your coverage will begin March 1st.
Changes to Coverage
Changes to coverage elections including dependents may only be made during open enrollment, or within 31 days of qualifying event such as marriage, divorce, birth or death. To report a qualifying event, please refer to this Qualifying Life Event Guide.
Flagstaff Unified School District provides medical coverage through Blue Cross Blue Shield of Arizona and is available to regular employees working at least 30 hours per week.
The Wellness Incentive Program is available to all employees. Full-time employees enrolled in medical coverage can participate and can earn a $240 a year reward to reduce medical plan costs.
The $240 discount is applied to the year following paricipation.
Flagstaff Unified School District provides dental coverage through Delta Dental and is available to regular employees working at least 30 hours per week. Employees may buy-up dental coverage at the employee's expense.
Flagstaff Unified School District provides a core eye exam vision coverage through Vision Service Plan and is available to regular employees working at least 30 hours per week. Employees may buy-up vision coverage at the employee's expense.
Flagstaff Unified School District offeres Basic Term Life and Accidental Death & Dismemberment (AD&D) insurance and is available to regular full-time employees working at least 30 hours per week through Minnesota Life.
Life insurance coverage is based on position and salary. Voluntary life insurance may be purchased for an additional cost for employees, spouse and child(ren).
Pre-Tax Spending Accounts
The IRS allows eligible employees to make a pre-tax contributions to flexible spending accounts to pay for out of pocket health care expenses (medical, dental & vision). This voluntary benefit is available to all regular employees working at least 20 hours per week.
Employees can set aside pre-tax dollars into the following accounts:
Health Care Account
Health Care Account is also known as Flexible Spending Account (FSA). Eligible employees can contribute up to $2,500 on a pre-tax basis every year and be reimbursed for medical, dental, prescription and vision expenses not paid by insurance. Examples of eligible expenses may include co-pays, deductibles, orthodotia, eyeglasses, and certain over-the-counter medications. If employee is enrolled part of the High Deductible Health Plan and participating in the HSA, then FSA accounted is limited to dental and vision reimbursement only.
Dependent Care Account
Eligible employees can contribute up to $5,000 on a pre-tax basis every year and be reimbursed for eligible daycare expnses. Eligible expenses may include qualified daycare centers for children, babysitterss, pre-school, and general purpose day camps while you work.
Health Savings Account
Eligibility for this account requires enrollment in a High Deductible Health plan and who are not covered by Medicare or another non-high deductible health plan. Employees can contribute up to $3,300 or single coverage or $6,500 for family coverage on a pre-tax basis every year. The maximum contribution limit is a combined total of employer and employee contributions. Amounts within a Health Savings Account may be used on medical, prescription, dental and vision expenses. Unspent money rolls over year after year.

If eligible, regular employees working 20 hours or more per week must participate in the Arizona State Retirement System (ASRS). The ASRS deduction will take place each pay and is currently set at 11.64%. Flagstaff Unifies School District will match your contribution 100%. Employees are automatically covered by Workers' Compensation insurance through the District's current compensation carrier. If an employee is injured in an accident arising out of and in the course of their employment, they are entitled to medical coverage and/or compensation. To report a Workers' Compensation claim please contact Human Resources.
Family Medical Leave Act (FMLA)
FMLA is designed to help employees balance their work and family responsibilities by allowing them to take reasonable unpaid leave for certain family and medical reasons. Employees are eligible after completing at least 12 months of employment and worked 1250 hours in the preceeding 12 months. Employees are eligible to recieve up to 12 weeks of leave; personal, sick and vacation may be used in coordination with FMLA.
